Despite an environment where Republicans were underperforming, Kirwin clients excelled. Virginia Beach Republicans overwhelmed Democrats in capturing 3 seats and holding another, shifting the balance of power on the School Board. Kirwin also helped re-elect Council Republicans and capture open seats in Virginia Beach despite Democrats winning the city again in the Congressional race.
